I didn't feel like the explanation properly elaborated the mechanism of this glitch, so I rewrote it based on my experience and understanding - including my programming background. Also separated the likening to other glitches into a Trivia section and added the other glitch to See also.

Start the level at Rally Point Bravo. Kill Arbiter and move his Carbine away from him. Make sure Arbiter picks up his Energy Sword, not a Plasma Pistol. If the Thunderstorm skull is not turned on, pick up a Deployable Cover. You can pick up a Deployable Cover in the room with the eating Brutes; the Brute Minors will usually drop a Deployable Cover when they die. It is known that, under normal circumstances, the affected characters are removed from the level after the affected cutscenes; on The Ark, the Arbiter departs in a Banshee, and on Halo, Sergeant Johnson dies. The glitch prevents them from being removed from the level.
Under normal circumstances, NPCs will be removed and added back to a level depending on necessity, instead of remaining present indefinitely. One common point this occurs is during cutscenes; on The Ark, the Arbiter departs in a Banshee, and on Halo, Sergeant Johnson dies. This glitch prevents the removal of the prior instance of the NPC.


When proceeding through these levels normally, important NPCs, such as Johnson and the Arbiter, are deleted from and re-added to the levels several times. Each time an important NPC gets separated from the player, they are removed from the map. Killing such an NPC will trick the game engine and prevent the NPC's removal. When the game spawns a new copy of the NPC later on (when the player is reunited with that character), it does not check to see if the previous copy was successfully removed.
The glitch depends on an oversight related to important NPCs which cannot truly be killed by the player; during the brief period such NPCs are "dead," they are not an active NPC, and thus when attempting removal, the game cannot locate them and skips doing so. By killing these NPCs immediately before a cutscene that attempts removal, they will exist in their dead state past the removal step, and remain in the level after the cutscene is completed - reviving as they normally would.


This, then, is the exact same glitch as the Three Johnsons glitch and the Two Arbiters Glitch.
As these versions of NPCs were not intended to exist at the given points, they may behave oddly, such as continuing to path to prior objective points. This can make them difficult to utilize, though there are workarounds as mentioned above.
