Like the other legendary Arbiters of old Sangheili past, Irsu 'Labat had forged his path on Sanghelios to become a powerful warrior-ruler of all the [[clan]]s. A master in combat, 'Labat victoriously vanquished his foes on the battlefield, and his campaign of conquest brought the continent of Qivro under his subjugation. Part king and part judge, Arbiter Irsu 'Labat proved to be a tyrannical ruler who governed with an iron fist, leading to the emergence of challengers who sought to topple his rule. Irsu 'Labat, the Tyrant of Qivro, was an ancient Arbiter who reigned over the continent of Qivro on Sanghelios centuries before the Sangheili became a spacefaring species. He was one of the earliest known warrior-rulers of The Former Age.[1]
