Wiley was an Orbital Drop Shock Trooper of the UNSC Marine Corps. During an Insurrectionist rally at some point in 2558, he, along with several other ground troopers presumably working under the auspices of the Office of Naval Intelligence, helped stage a fake kidnapping of Maya Sankar, an ONI agent posing as Insurrectionist leader FERO. Wiley and the other ODSTs were responsible for the deaths of twenty-six rebels during Sankar's extraction.[1]
