Scaled Morality Training was a type of training required of Office of Naval Intelligence field officers. It was likely some sort of mental conditioning the field officers used in the event of a WINTER CONTINGENCY declaration, to aid them in securing and/or terminating UNSC Astronavigation personnel.[1]
