Charles Okama was listed as a freighter captain in the UNSC Commercial Fleet.[1]

It is unknown whether Okama was a real person or not. His identity was stated as the commander of the Bulk Discount, although Shipping Operations AI Sif noted that the freighter had no human crew. In fact, Okama's "presence" on the Bulk Discount was written on a file as an ambush for a group of Kig-yar at Harvest by Lieutenant Commander Jilan al-Cygni, who ensured the "accident" was convincing all-around, and did not attract attention from the civilians of Harvest.
