The Strategy Hall, later known as the Hall of Strategy, is a large chamber on the Refuge where the Ussan kaidon held court. The Hall was a rectangular room that had not been completely finished by the Forerunners by the time of the firing of the Halo Array. The room was largely empty, with steel-colored walls and a crystalline ceiling that emitted a soft light. On one end, there was a large podium constructed of plastics by court attendants, while the kaidon sat on a simple wooden chair constructed from trees from the world's eco-level. A mural painted by Sooln 'Xellus of Sanghelios and the Refuge was located on the wall behind the kaidon—the symbol of the Ussans.[1]
After being framed for conspiracy by Salus 'Crolon and 'Drem, Tersa 'Gunok and Lnur 'Mol were brought before kaidon Ussa 'Xellus by Ernicka the Scar-Maker in the Strategy Hall. The two Sangheili younglings managed to convince Ussa to bring 'Crolon, 'Drem, Scorinn, and Gmezza, as they were also involved in the conspiracy.[1] When all six were before the court, monitor Enduring Bias arrived and provided Ussa with footage the proved 'Crolon and 'Drem were responsible for the conspiracy. 'Drem was killed by Ernicka when he attempted to run away, while 'Crolon was arrested.[2] During the Rending, when the Refuge went through the Disassembler process, the shield world was fragmented into several habitable sections. The Strategy Hall was located in the outer edge of the largest section of the disassembled shield world, later known as the Primary Section.[3] The Strategy Hall, now known as the Hall of Strategy, was used by the Ussans for centuries.[4]
