This counts for only two Pelicans, which fits in line with the existing number. The only mention of four Pelicans I can find is related to the extraction, which states that the Pantea would probably send four Pelicans to extract them. I've changed it back to two, since there's no clear evidence to say that any individual ship has more than this.
