Reign of Terror is a medal in Halo 4. It is earned when a player lives for 60 seconds as the king in Regicide. In a standard Regicide match, a king will be automatically equipped with a Damage Boost upon earning this medal.
Trivia
The medal is likely named for the Reign of Terror, a period of violence during the French Revolution.
