Sangheili Enforcers are Banished Sangheili that specialize in destroying enemy structures.[1]

Background

The Enforcers are fast-moving, battle-hardened Sangheili which can be deployed by Ripa 'Moramee. They excel in hit—and—run attacks where they can rush in to attack with their plasma weapons and then disengage to allow their energy shields to regenerate. Enforcers can also use their special stasis grenades to take targets they cannot effectively deal with out of action, and raid enemy bases to shut down production for a short time.[2][3]

Disgraced Sangheili have few options to recover their honor, even in death. Had Ripa joined with Atriox and thrown off the Prophets' shackles he had powerful tools to exploit Sangheili warriors seeking redemption. Though Ripa could not lead through loyalty or charisma as a general, as the Arbiter he could bind Sangheili with iron-clad oaths that traded unquestioning service as his vassals for a return to the rolls of honor.[2][3]

Banished Sangheili Enforcers are regularly armed with Type-25 Brute plasma rifles, Type-53 plasma casters, Type-1 plasma grenades, and stasis grenades. They wear Sangheili combat harnesses equipped with energy shielding.[2][3]

Sangheili Enforcers are exclusive to Arbiter Ripa 'Moramee and can be built at the Raid Camp in place of Jiralhanae Jumpers. Enforcers are effective against infantry and structures, perform okay against vehicles, and do poorly against aircraft. In Blitz Enforcers cost 40 energy.

Blitz

Enforcers are also playable in the Blitz and Blitz Firefight modes. Their Blitz card has the following attributes;

  • Rarity: Common
  • Cost to deploy: 40
  • Y-ability: Stasis grenade throw: Tosses a grenade at an enemy unit to deal damage and trap them within a stasis field.
  • Shield: This unit has energy shield protection that absorbs damage and regenerates when out of combat.

The Enforcer Elites are classed as Anti-Building infantry, and perform well against infantry, okay against vehicles and suffer in combat versus aircraft.

Production notes

The introduction of Ripa 'Moramee into Halo Wars 2 is presented as a "what-if" scenario in which Ripa had joined the Banished cause. Through this lens, the Enforcers are presented in the Phoenix Logs as units employed by Ripa in the Human-Covenant War, and would be used in the Banished. However, as stated by writer Jeff Easterling[4], the multiplayer of Halo Wars 2 as a whole is non-canonical and units featured in the game are not bound to the specific leaders as they are in-game, and some may not even be present on the game's setting of the Ark at all. As such, it is likely the Enforcers are also employed by the Banished as an infantry raider unit.
