I would say it's made by whichever group made the radar jammer and flare, as they have the same design. Which group made those, I don't know for sure. :I think it looks Brutish. The Brutes are also, always the ones that use the Flare/Radar Jammer/Power Drain. But I don't think there's a source for their origin.
