Meridian is a human Outer Colony and the seventh natural satellite of the gas giant Hestia V in the Hestia system. Despite being located on the edges of human space, Meridian was a vibrant and thriving colony with a robust economy and an impressive population; mining and military production for the UNSC were known industries on the colony. Once a green world, the moon held a temperate climate and fertile land. The Covenant eventually attacked the world in 2548 and, after a long battle that lasted for three years, Meridian was ultimately glassed by the Covenant in 2551. Following the Human-Covenant War, Meridian was resettled by the Liang-Dortmund Corporation. Despite being a colony of the UEG, Meridian became an independent world following the Covenant War.

Tem'Bhetek, commonly known simply as Tem, was a San'Shyuum Prelate of the Covenant's Ministry of Preparation. Serving directly under the Minister of Preparation, Tem was one of the most cunning warriors among the Prelates, furthering the High Prophet of Truth's plans to remove the Sangheili from the Covenant Empire. At the dawn of the Great Schism in November 2552, Tem and his fellow Prelates led Covenant forces against the Sangheili. However, the subsequent fall of High Charity resulted in the death of Tem's family and left him as the only surviving Prelate. After the Human-Covenant War, Tem and the Minister of Preparation sough revenge against the Swords of Sanghelios.

Catherine Elizabeth Halsey is a key scientific adviser of the Office of Naval Intelligence, best known for her work with the SPARTAN-II Program, developing and creating smart AIs, and for overseeing the development of the MJOLNIR Powered Assault Armor. She held considerable authority and respect within ONI, though she endured intense personal guilt for condemning the Spartans to the life of a super soldier.
