Balkarus is a Jiralhanae Captain in the Banished. On May 16, 2559, he made an announcement to the Unggoy under his command wherein he attempted to quash the rumor that a lone Spartan had recently been responsible for freeing prisoners near a water treatment structure on Installation 00. The rumor had recently resulted in the attempted desertion of two Unggoy and some were even saying the demon had been Master Chief himself.[1]
