:::Something like: Covenant members (for the few articles we have of Covenant who weren't Politicians or part of the military, also would be the base category), Covenant politicians, Covenant military personnel, High Council members, and Hierarchs. Pretty much what Nighthammer said. ::::Yeah, and then we could give Truth and Mercy for example "High Councilors" and "Hierarchs" category, while Regret just gets "Hierarchs" since he was never a true High Councilor as Vice Minister. When the time comes in the future when we know of like seven different Ministers of Fortitude or whatever, then we can make that a category.
