The Covenant Laws are a system of rules established by the Hierarchs of the Covenant, enforced through a set of institutions, used as an instrument to underpin civil obedience, politics, economics and society.

Below are a list of known Covenant laws.

  2. The wielding of an upholstered weapon in front of a Prophet can be an executable sentence.[3]
  3. The failure to obey an order, which directly causes the endangerment of a Prophet, can lead to beheading. [4]
  4. The destruction of Forerunner equipment can be punishable by genocidal war.[5][6]
  5. The rebellion against the Covenant and Great Journey can result in persecution.
