:::My initial impression was that it referred to former UNSC territory conquered by the Covenant, and being transitioned back to UNSC control from the ex-Covenant occupiers. We know that at least some Covenant occupation has occurred - the penal Yanme'e colony on Verge, for example. Former Covenant territory

Should we assume that this is referring to space previously under the governance of the former Covenant and its member species with the inclusion of occupation in the name for these areas of operation? Helianthus All right. Shoot!

I've come to the same conclusion. The Joint Occupation Zones are probably similar to Cold War-era Berlin, though relations between the UNSC and the Arbiter's forces seem to be more civil than those between NATO and the Warsaw Pact.
