Actually, according to the most recent Knowledge Drop they are...somehow. I think the intention was that the model meshes that made it into the game were meant to be placeholder for more detailed models, which never made it into the game? Which means that the Strident has the canonical appearance of the Spartan Ops ships still. :To my knowledge, the ships weren't going to be more detailed for Battlegroup Dakota, and they were meant to be background ships only. I don't think it was anticipated that folks would break out of the map and fly up next to them and see how low-resolution they are. The ''Strident''-class from Spartan Ops was likely an attempt to make the Dakota frigate a more detailed model, incorporating some but not all of the newer Forward Unto Dawn design. The result though is the Dakota frigate and the Spartan Ops frigate only have a passing resemblance but are now intended to be one in the same design.
