The UNSC Security Council[1] is a body of senior military figures that is in overall control of the UNSC Defense Force. Part of the UNSC High Command, it is based in Sydney, Australia where it convenes in a protected underground chamber inside HIGHCOM Facility Bravo-6. How it relates to the Unified Earth Government and the Secretary of Defense is unclear.

The Security Council temporarily superseded the Unified Earth Government as humanity's overall governing body during the Human-Covenant War, though some power had been returned to the civilian government by early 2553.[2] The Security Council is largely, if not entirely made up of military personnel, tasked with planning, administering, and coordinating the branches and operations of the UNSCDF.

The Council's chamber contains a crescent-shaped table[3] behind double doors guarded by two battle-ready MPs.[4] Although Sydney was devastated during the Battle of Earth, the Bravo-6 facility remained mostly untouched and continued to serve as the Security Council's base of operations as of early 2558.[5][6]
