Once a Promethean Warrior-Servant, the Examiner joined the Builder rate like many of his colleagues after the Didact went into his first exile and the Warrior rate was diminished. Serving in Builder Security, he commanded Forerunner naval forces during the Forerunner-Flood war. In the endgame of the conflict, after most of the galaxy had been lost to the Flood, he was able to bring 75 Fortress-class vessels and 11 dreadnoughts to defend the greater Ark. During a meeting with the remaining Forerunner commanders, he insisted the Ur-Didact was their only hope.

When the greater Ark was attacked by the Flood, the Examiner joined Master Builder Faber, the IsoDidact and Bitterness-of-the-Vanquished as they traveled to Omega Halo holding position nearby in order to clear a route past the star roads laying siege on the Ark. After Faber fired the Halo, the star roads quickly converged on the ring and tore it apart.
