There is no indication that he is the leader of the Covenant or even his own faction. I think that ''"Covenant remnant"'' would be the best title, though ''"Covenant (post-war)"'' would also work. :::The post-war Covenant reminds me quite a bit of the Galactic Empire after Palpatine's death at Endor. The government was fragmented and restructured, but it remained the Empire nonetheless, at least nominally. Likewise, it continued to be a thorn in the side of the dominant government until a new, universal threat emerged.
