After the [[Prophets]] failed to respond to this, due to the [[High Council]] rejecting the [[Minister of Fortitude]]'s request to investigate the matter further, it escalated into a short but aggressive conflict, forcing the High Council to create an [[Arbiter (Title)|Arbiter]].
