Like most Covenant vehicles, the T46 ISV utilizes a pair of [[boosted gravity propulsion drive]]s for locomotion and features a sleek, bulbous design. The driver is seated in a lightly armored station at the front of the vehicle; a hatch provides limited protection to the driver's left and right sides, though the front is almost completely exposed. A single anti-gravity generator is mounted on either side of the vehicle behind the driver. A single-passenger seat is mounted above each anti-gravity generator, allowing two passengers to provide fire support. The Spectre, although slow, like other [[Covenant]] vehicles has the ability to rapidly increase its speed with the aid of a booster. It can do this at the cost of maneuverability. The Spectre offers one defensive weapon, a rapid firing Plasma Cannon placed at the rear of the vehicle offering 360 degrees of fire. This particular cannon is unlike any other in the Covenant arsenal, instead of 'glob' of magnetised plasma the weapon appears to fire a beam. In this respect it has more in common with the Covenant [[Carbine]] than a [[Plasma Cannon]]. The weapon is devastatingly powerful and can cut through infantry with ease. It offers two seating positions for passengers and thus allows them to add to the vehicles firepower with their own weaponry. Theses seats are completely exposed and as such the passengers are very vulnerable to small arms fire and splash damage from nearby explosions. The drivers seat is shielded by a protective metal carapace. It leaves the head of the driver exposed however and as a result leaves the driver prone to being sniped.

It is generally disliked in Multiplayer due to what is conceived as a weak gun in comparison to the [[M41 Light Anti-Aircraft Gun|Chain Gun]] of the Warthog. The cannon lacks power against un-shielded opponents, so once an opponents shield is down, a player tends to need to jump out of the Spectre and engage their enemy on the ground. It's overall slow speed when compared to other vehicles in multiplayer such as the [[Ghost]] and [[Warthog]] is also deemed a disadvantage especially in objective based games.
