I agree with you there. Yeah their honour code is a big problem indeed, although when you say the elites are prevented from using their weapons and troops to the best effect as humans, that varies on the human. Armed civilians? Utilize better than. Millitary police? Still do better. UNSC Army troopers? Still do better but not without 1 or 2 Elites dead (say if it were a large scale conflict). UNSC Marines? Similiar to Army Troopers except the chances of Marines occasionally winning decisive victories against Sangheili is much higher. ODSTs?
