:The thing is Upper and Lower are never physically mentioned. The reason Lower is confirmed while Upper is unconfirmed is because in [[Halo: The Fall of Reach]], when it is describing Rear Admiral Micheal Stanforth while he debriefs the graduating Spartan-IIs, it says he has a single star that marks a Rear Admiral. Later, Vice Admiral is described as having three stars. As such, it makes sense that, if nothing else, there is a rank between Rear Admiral and Vice Admiral, and more reasonably, that Rear Admiral is split into Lower and Upper.--'''[[User:Rotaretilbo|Rot]]''' 06:32, 19 December 2006 (UTC)
