An official press release from the office of the Mayor of [[New Mombasa]] suggested an amendment to section 7-G.2 of the document, which would allow for a life-sized statue of [[Master Chief Petty Officer]] [[John-117]] in the center of the Park. The [[SPARTAN-II Program|SPARTAN-II]] was said to be "symbolic of the many brave men and women who gave their lives in the war against the Covenant". Sterilized metals recovered from two [[D77-TC Pelican]] dropships downed at the [[Battle of Voi]] were to be used in the statue, as well as gold ore donated by members of the [[East African Protectorate]]. When the press statement was made, an artist had not yet been selected for the project, though bids were being accepted.
