Based upon what limited information that is available, the scanning device is probably deployed either aboard the Booster Frames, or deployed onto the hull of a target vessel, in this case, a {{Class|CCS|battlecruiser}}. It can also probably be inferred that the Covenant were able to fool these devices by possibly rigging multiple Antimatter Charges with a false signal transmitter programmed to broadcast on the same frequency of Dr. Halsey's beacon, and the bombs themselves programmed to detonate by proximity alert once the false signal is investigated.
