Interestingly, the Spartan III program never went public, unlike the Spartan II's. This means there would be no need to have declared the Spartans as MIA to save the illusion that Spartan's never die, since there was no general public morale to boost. It would be sensible to conclude that Team Lima were pronounced MIA simply as another Spartan tradition, rather than protocol.
