On the page for hardlight, it mentions that hardlight was the one technology that the Covenant never successfully reverse engineered. This is sourced by a story in Halo: Evolutions. More than this, it was my understanding that the Jackal's shields are plasma emitted, and then held in shape through a magnetic field.
