I have to disagree. Both in it's original form, in Halo 2 and Halo 2 anniversary we see them all have 2 fins/are Elefen types. This matches well with two other points of note; firstly we see Ket design/4-Finned ships presented at the time of the Unggoys joining the Covenant, Secondly, this is also shown in The Dual both of which take place in the 2100's. The Truth and Reconciliation on the other hand was built and designed in 2531. The Ket is mentioned as being more common. I believe that 343 used artistic license when they showed the diagram and most certainly for Halo Anniversary, where most things are copies from Halo Reach anyway.
