: The concept of society is very loosely. Yanmee have a hive-like society, which can also be described as what the Flood have, yet they're concidered a society. And although it is true that the flood do not have the means themselves to travel across galaxies, they have learned that technology through absorption and then succesfully used it to move to the milky way galaxy. That they then lost it does not mean they never reached that state.
