Now we all know the Sanctum in the final game wasn't actually decorated by glass shards and the room with the glass shards is actually separate. This is probably due to design choices, much like the Pillar of Autumn's bridge and the Prophet of Truth are described as being radically different from their in-game incarnations. Stuff like that can change during the development of the game. The room with the glass shards could be a part of the Sanctum, possibly located over or under it.
