:Reviving a year-old question, I think the Stealth Elite we see in HCE and H2 are indeed SpecOps personnels. As it is right now, the article is filled with conjectural information... not to mention that none of it is sourced even when it was first created in 2007.
:As for the "Stealth = No Shields, Specops = Shields" matter, it's fairly simple: gameplay reasons. In HCE, these so-called Stealth Elites are relatively hard to see, less if it were not for their obvious Energy Swords. If added shields, they would be very difficult for the players to kill. Well, The latest Behind the Scenes Combat Evolved Anniversary trailer just confirmed the fact that Stealth Elite is indeed a separate rank from Spec Ops. It actually is not even in the Special Operations Division. According to the analyzer, Stealth Elites are apart of Fleet Security, which makes sense. If canon says that the Sangheili shown defending Regret in ''Halo Wars'' are Honor Guard Sangheili, don't deny this. You have to listen to canon, despite the evidence otherwise. I'm having a hard time finding a source for this key bit of the article. If I'm not mistaken, the only reason why they lacked energy shielding in H1 was mostly because it would be difficult for players to actually combat an invisible, shielded NPC, moreso due to the fact that a shielded NPC is already a challenge to most players. I presume that this was changed in H2 due to the general ease of difficulty in killing these stealth, non-shielded NPCs, that the Stealth Elites gained energy shielding to increase the difficulty.
