Considering the capabilities each spartan had with the upgrade, i would imagine it is possible that every one of them had the upgrade. According to the [[Halopedia:Layout guide#Appearance lists|guidelines]] a subject should only be considered to "appear" in sources where it's actually seen or specifically mentioned. | Hang on just a second.. Jerome isn't actually shown slotting Isabel into his helmet until they're aboard the Enduring Conviction. His armor at the very least had to receive the update for an AI housing after he met her. This is also evidenced by the fact that she says "I've never had Spartan ringside seats before" once they're together on that ship.
