I know this is a big bump, but I'm very curios about this.  I thought that the portal opened when Installation 05 was activated (or almost), to allow the Forerunners to be safe before it activated.  It opening when he was on Installation 04 makes no sense at all.  Vegerot goes RAWR! He knew that he would be dead within moments, so he decided to have a sentimental moment just before the end. Kurt was among the most "human" of the Spartans, so it suits his characterization.
