:I think it's a matter of trust. Letting Grunts use Ghosts on the ground is one thing - letting them use highly advanced and capable spacecraft is another thing entirely. Remember, Grunts are given minimal training and fielded in mass numbers - Elites are specialists, given the best equipment and using the best weaponry. As for the Jackals - nobody's doubting their capability, its a matter of loyalty. I dont know if anyone knew this, but the Seraph actually has a secondary fuel rod weapon in reach. Unless that is what the Plasma Charge is supposed to be, I think it should be mentioned. Yes, I know the AI never used it and you cant use it when you glitch to get the Seraph the legit way, but Bungie most likely programmed the fuel rod mechanic into the game with the intentions of creating space battles in multiplayer before time constraints forced them to cut it out (http://www.computerandvideogames.com/278095/early-halo-reach-had-multiplayer-space-battles/). Regardless, I think it still deserves to be mentioned.
