On The Covenant, there are two "regular" Chieftains, including one guarding the Prophet of Truth himself, while in the same level there are '''seven''', count 'em, seven War Chieftains, two of which are guarding a Citadel (remember, the previous Citadel is guarded by only one "regular" Chieftain). In addition "regular" Chieftains are the only Brutes ever seen wielding Gravity Hammers, a weapon the Chieftain of the Brutes himself used as his signature weapon (Also remember that "regular" Chieftains are the only Brutes that use Invincibility. What better way to keep an important asset alive in the field?). All of this evidence leads me to believe that War Chieftains are in fact inferior to "regular" Chieftains.
