I thought it was a mistake at first, and was about to post a huge rant explaining how it could be higher than 20 billion because of selection protocols etc., but the logic turns out to be sound. For 150 candidates, Halsey would need a minimum of 39 billion records to select from. Taking away the 23 billion casualty estimate by Cortana, that would leave 16 billion.
