The funeral was closed-casket, giving the other Spartans the illusion that their comrades bodies' were being jettisoned into space. We don't know whether the Forerunners could revive the dead, but we know that they could bring people back from the ''mostly'' dead, as happened to the Didact. Even if ONI couldn't resuscitate the washouts, it wouldn't hurt them to try. On another note: ''"ONI would find a use for them."''
