It says in the book, that the 1 group of spartans and the admiral were in that area, and it was a sort of cave, with a quick set up base. The admiral said "Welcome to camp independence. The service aint 5 star, but its home" or something like that. Why would they make a fallback point that 'isn't much'? especially if it was for the command staff. And i think that the spartans would be able to carry gauss guns.
