Given Ackerson pitched the SPARTAN-III program to Parangosky with the request for a SPARTAN-II from the outset (Parangosky herself uses the "Spartan to train Spartans" line in the scene), I have to imagine they wanted Kurt to have input on the facilities needed for a training regime he was to build.
