::One dev may have said he's an amalgam, but whoever wrote his dialogue clearly had something else in mind. The Arbiter saying he silenced Truth is more than enough to identify him, in my opinion.

::It seems clear to me that this dev only says the Arbiter is an amalgam to stop canon-obsessed fans from worrying about how Killer Instinct fits into Halo canon. I agree that it should be merged. This quote makes it explicit that he's Thel 'Vadam.

With Nicole from DOA and Arbiter from KI added here i want to ask: will other characters and halo related content be added here to? like Hal from Fable, the Warthog vehilcle from Rocket League, the car from Forza horizon, etc. will other Halo related content be added here as well?{{Unsigned|Bacon Eater2519}}

To get its own dedicated page, the outside content should have some reasonably detailed information to post. In the case of Forza, Nicole and Killer Instinct content, all these references have had some lore backing to justify their existence on a page or are so detailed they would be better served with their own page rather than just the List of.... page.
