Overview
The Surface-to-Air Missile Launcher, abbreviated to the SAM Site and colloquially known as the scenery on the map Highground, is a UNSC weapons emplacement. It appears in Halo 3s singleplayer and multiplayer, though only as a background object with no combat capability.
The surface-to-air missile launchers in UNSC service are large multiple-launch-system emplacements, firing missiles at enemy aircraft. There are two major known variants of launcher, with broadly similar designs;
War-era launcher
This SAM launcher used by humanity during the Battle for Earth. It can load three ASGRAM 10X missiles for firing, with racks of four additional ASRGAM 10Xs often seen accompanying it. Such weapons were in use by the UNSC in Voi and Outpost C9 during the Battle of Earth.

Post-war launcher
Background
Multiple of these kinds of launcher were used by the Office of Naval Intelligence to defend their black site surrounding the site of a recovered dormant Lifeworker terraforming vessel. Unlike the prior variant, they contain three blocks of four missiles.
The Surface-to-Air Missile Launcher is a large multiple-launch-system emplacement, firing the ASRGAM 10X missile. It is featured in the Halo 3 multiplayer level High Ground and the Campaign level The Storm And in Floodgate. It was thought by some players to be a large mortar device that can fire on upcoming attackers. This was proven false by Bungie which stated it was unusable and is only scenery. Workers at Bungie had tried to have the SAM missile site AI-controlled, so that when player(s) are charging up High Ground, there would be a risk of being killed by the launcher. Bungie had its AI capabilities removed, mainly because there was too much firepower coming down on the attackers.

In-game information
Appearances
Halo 3
*Halo 3, High Ground - far back of the defensive base, next to a UNSC Mongoose ATV and the garage.
The Surface-to-Air Missile launcher is present in Halo 3 on the Campaign levels The Storm and Floodgate, as well on the multiplayer level High Ground. It is unusable and serves only as scenery.
*Halo 3, The Storm - close by the Covenant AA Gun. Why it is never used is uncertain.
*Halo 3, Floodgate - same Missile Launcher as the one in The Storm, but it has been destroyed and is burning.

Halo Infinite
Trivia
SAM launchers are present in a scenery role on the Halo Infinite map Oasis. They are also placeable scenery objects in Forge mode.
The Surface-to-Air Missile Launcher must be effective because right outside the Crows Nest in the beginning of Tsavo Highway there are several downed phantom dropships.

Production notes
For High Ground, Bungie had tried to have the SAM site AI-controlled, so that when players are charging up the map, there would be a risk of being killed by the launcher. Bungie had its AI capabilities removed, mainly because there was too much firepower coming down on the attackers.
