Stimulation Packs are a type of drug used by UNSC marines.
Stimulant packs, also known as stim-packs or combat stimulants, are a type of drug used by humans.

Overview
Background
Stim-packs see use in both the military and civilian fields. They are commonly employed as standard-issue equipment in the United Nations Space Command armed forces, especially by special forces troops who often had to fight for multiple days at a time. The Militia of Mesra, however, had an extreme aversion to the use of stims, and the suggestion they were using them was something considered deeply offensive.
Stim-Packs are taken orally and designed to "wake up" the user with stimulant drugs. This is primarily used on the battlefield after extended periods of combat, when fatigue starts to set in. It is unclear what drugs are contained in the stim-pack, but they appear to be stronger than caffeine (used in coffee) yet not as addictive as other, more powerful drugs.

In the civilian world, stim-pack usage is considered a form of cheating. In one instance, the winners of the 2549 Tantalus 10,000 race had their victory disqualified after it being revealed they had used stimulants to achieve victory, with the victory instead going to runner-up Bella Disztl.

Effects
After four days of straight fighting during the Battle of Installation 04, even the Master Chief relied on these to get him through.
Stimulants are designed to wake-up the user. They counter effects of sleep deprivation by temporarily increasing the signal-carrying capacity of the brain's synapses. A common sign of stim-pack overload is for a soldier to be focus-locked on a specific and pointless goal.

Certain kinds of stim, known as a stimulant patch, are applied by rubbing or affixing the patch against the user's forearm until the stimulants begin to take effect. After repeated uses, these patches leave the skin where it is applied raw. This stimulation comes at a cost, however - reliance on the patches for energy leaves the user with uncontrollable shaking. After five days, the user begins to hallucinate and experience other extreme symptoms, which causes that point to be the limit for how long one can rely on the patches without sleeping.
Halo: Combat Evolved
During the Carrow Conflict, Ellis Gass, the Governor of Suraka, used stim patches in excess in order to remain constantly awake and continue preforming her duties during the occupation of her city by the Voice of Maardoth and the Sharquoi controlled by Hekabe. This led to the deterioration of her mental state over the course of the conflict, leaving her irritable and fatigued. Melody Azikiwe was also administered a stim patch by Commander Greg van Eekhout in Gila Station in order to lessen the effects of the  her recent surgery.
At the beginning of Halo: Combat Evolved, the crew member assisting the Master Chief mentions that he gave him a "double dose of the wake-up stim".

Stimulants can be used to quickly wake a subject from cryogenic stasis. In one case, John-117 was given a "double dose of the wake-up stim" while awakening aboard Pillar of Autumn to quickly prepare for combat. After four days of straight fighting during the Battle of Installation 04, even the Master Chief relied on stims to get him through while fighting the Flood in the Library.
Trivia
*They are alternatively known as "Stim-Packs" or "Wake-up stims".
