Stephen was the Public Service Announcer for [[New Mombasa]] and [[Old Mombasa]]. He used this position to spread propaganda to trapped civilians. He and [[Mike Branley|Mike]] had a confrontation after Mike realized he was broadcasting from a room by the communications hub in the [[New Mombasa Police Department|NMPD]] HQ. He shows Mike how his transmissions help people by giving "hope" for survival. | |||
