Sometimes I find dialogue on gameplay videos via Youtube that I could add to the dialogue articles on the wiki. Is that allowed? Can I use weapon statistics from Youtube videos (such as rate of fire, damage, etc) as well?

Not for actual "Lore", but for Gameplay sections that would be a tad more appropriate.

If the video showcases a clip of the quote being said, then that source will never hurt matters. For gameplay stats, it's generally good to bear in mind when the video was posted, as successive title updates may have altered the balance and whatnot accordingly. If official patch notes are available to do the same job, try to use those but I'd say videos doing weapon breakdowns are fine as long as their information is kept to specific Gameplay sub-pages and/ or sections on pages.

Ok thank you. I was mainly just using gameplay quotes for the pages: 1. Unggoy/Quotes 2. Kig-Yar/Quotes 3. Sangheili/Quotes

Yeah thats fine. I would be mindful however that those pages aren't intended to just record every quote a character can say, just their most notable or memorable pieces of dialogue.
