Four years after Sav's disappearance, Nor had created an empire on Venezia, centered around a clearing house of postwar scrap and surplus in New Tyne. During this time she established a profitable relationship with a human salvager, Rion Forge. Salvagers would bring in their goods; the clearing house cataloged them and took a percentage; and come the first day of every Venezian month, the items went up for auction. The items Nor sold ran from Titanium-A plating and molecular memory circuits to small arms and transport vessels. Her clients included people from industrial, tech, medical, and manufacturing sectors, along with ex-Covenant, fringe, and religious groups, rebels of one faction or another, and independent government militias. Rion Forge also knew for a fact the UNSC had their own buyer in New Tyne in case UNSC property passed through. In 2560, Nor Fel conducted an illicit black market trade with Adam Andrews, CEO of the Optican corporation. During Andrews' exploration of Arcadia in an effort to uncover information about the fate of Spirit of Fire, he had uncovered the site of a Forerunner ruins complex hidden deep in the jungle and untouched by the glassing that had devastated the rest of the planet - alongside the remains of a Covenant R'awuw. In exchange for the Scarab's powerful focus cannon, Nor Fel agreed to provide Andrews with several boxes of rumbledrugs - the highly-illegal substance used by human insurrectionist forces to gain an edge in combat. Andrews hoped that he could use the rumbledrugs as a base to create new kinds of supersoldier to defend humanity in the increasingly volatile post-Created uprising galaxy. Nor Fel dispatched three of her Kig-Yar to conduct the trade on Arcadia, though after Andrews' departure from the site (and without his knowledge), the three were assassinated by SPARTAN-II Team Omega, as to prevent the powerful Scarab cannon from falling into Nor Fel's hands. The three then arranged the site as such to convince Nor Fel that the trade had been conducted in earnest, and her troops had been waylaid by unrelated circumstances.
