The ''Mikpramu'' [[design pattern]] of Phantom is based on ancient [[Sangheili]] designs,{{Ref/Reuse|Enc22}} sporting a more traditional appearance inspired by aquatic ray-like predators found on [[Sangheili colonies]]. They were seldom used during the [[Covenant]] due to the design being considered inelegant by [[San'Shyuum]] legislators, with the {{Pattern|Ru'swum|Phantom|}} and later {{Pattern|Kez'katu|Phantom|}}s manufactured by the [[Assembly Forges]] instead preferred.{{Ref/Reuse|HW}} With the Covenant's [[Great Schism|collapse]] in [[2552]] and the emergence of a Sangheili [[Blooding Years|civil war]], Sangheili warlords instead turned to independent manufacturers such as [[Achoem Weapons]], [[Kolaar Manufactorum]], and [[Malurok Armory]] to begin supplying replacement Phantoms instead. To help maintain supply, these manufacturers looked back to older design patterns of Phantom and retrofitted them with more modern weapon and propulsion systems.{{Ref/Reuse|Enc22}} As such, the ''Mikpramu'' is easy to manufacture and maintain without access to high-tier fabrication facilities, at the sacrifice of exoatmospheric performance.{{Ref/Reuse|HW}}

The initiative, pioneered especially by the [[UNSC Navy]]'s [[Chief of Naval Operations]], [[Fleet Admiral]] [[Terrence Hood]], seeks to share [[human]] stealth technology used on the UNSC's own dropships (such as the [[D102 Owl]]) to better improve the Swords' own stealth dropships. The program is apparently controversial within the UNSC, though is believed by its proponents to be of value in strengthening the ties that bind the UNSC and Swords of Sanghelios as to prevent another war from occurring; and if one ''were'' to break out, the unfettered access provided to vehicles of Covenant origin may be a boon to UNSC forces anyway. While the ''Mikpramu''-pattern Phantom saw service as early as the [[Battle of Earth]],{{Ref/Reuse|S1Trailer}} it was not catalogued by the [[United Nations Space Command]] until [[2557]]. The craft did not see widespread service until the aftermath of the end of the [[Human-Covenant War]] due to dwindling numbers of {{Pattern|Ru'swum|Phantom|}} and {{Pattern|Kez'katu|Phantom}}s.{{Ref/Reuse|HW}} Various factions—most notably [[Jul 'Mdama's Covenant]] and the [[Swords of Sanghelios]]—called upon allied [[Sangheili colonies|colonies]] and renovated long-abandoned manufacturing facilities to produce the dropship, along with other war matériel.{{Ref/Reuse|HW}} The ''Mikpramu'' was used in multiple battles, including the [[Battle of Kamchatka]] and various engagements in the [[Blooding Years]].{{Ref/Reuse|fodder}} By October 2558, ''Mikpramu'' Phantoms were often used in [[Warzone]] [[War Games|simulations]] aboard the {{UNSCShip|Infinity}}.{{Ref/Reuse|H5G}}

For the final canon, this number was changed to 20 passengers.
