The most prominant [[Prophets]] are of course the [[Hierarchs]]. However, '''Prophet Councilors''', also known as "Lesser Prophets," are extremely important in the Covenant society. They wear Antigrav Belts instead of using [[Gravity Thrones]]. When not in the presence of the Hierarchs they appear to wear amber crowns set with gem stones. They appear to be slightly higher than Elite [[Councilors]] being that the unnamed Prophet in [[Halo: The Flood]] ordered the decapitation of Councilor [[Soha 'Rolamee]]. They might function as Cardinals do in Modern Roman Catholocism. Being that [[Hod Rumnt]] was once a Councilor before becoming a Hierarch.  They appear to be above Legates but below Hierarchs
