The Citadel was located on the edge of the core of [[Installation 00]], and was a location where one could remotely activate all of the [[Halo Array]]. The Citadel was defended by multiple shield-projecting [[Barrier Tower]]s that had to be disengaged before it could be accessed.

The Citadel was a large structure, one end of which was suspended over the void of the Ark's core. The interior of the structure consisted of a long chamber with the entrance on one end and the control center on the other. The entrance to the Citadel consisted of a ramp and an [[energy bridge]] leading to a smaller antechamber, at the far end of which was an [[elevator]] which led to the Citadel's cavernous main hall. The hall, framed by vertical, patterned windows with a single enormous window at its far end, housed a single central [[Bridge (structure)|bridge]] lined by jutting structures and [[Holography|holographic]] representations of each Halo ring. While the main hall is dedicated to controlling the Halo Array, this control station is for the systems in the building itself.
