Imperial Admiral was the highest military rank in the armed forces of the Covenant empire - above the authority of the empire's Shipmasters, Fleetmasters and Supreme Commanders.

Imperial Admiral is a Covenant Sangheili (Elite) rank. There is speculation that it is equal in rank to the Supreme Commander rank, though proof one way or another has not been put forward.
Rank
An Imperial Admiral operates on a high ranking Covenant Flagship such as an Assault Carrier, Supercarrier or other very powerful capital ships within the Covenant armada. They are of higher rank than a Zealot, as Xytan 'Jar Wattinree promoted Voro Nar 'Mantakree to the position of Fleet Master. It is revealed in Halo: Ghosts of Onyx that the Imperial Admiral controls an entire fleet. Little else is known about the rank other than that, as the UNSC have little knowledge of them, and there aren't as many Admirals as there are Brute Chieftains. It is unknown how many of these Imperial Admirals there actually were, and only Xytan 'Jar Wattinree is named as an Admiral - so it is likely that the rank is unique.

Overview
Appearance
The full extent of the role and responsibilities of the Imperial Admiral title are unclear, save for it being the highest point of authority within the military mechanisms of the Covenant. Its only known title-holder was Xytan 'Jar Wattinree, an Imperial Admiral in the final years of the Covenant who held considerable sway throughout the empire for his natural talent and insight. At the height of his influence and popularity, Wattinree was exiled from High Charity to command the far-flung Combined Fleet of Righteous Purpose - an armada of warships charged with oversight of the most far-flung reaches of the empire. This was done due to Xytan's authority threatening to outstrip that of the Hierarchs. This is likely an example of a Covenant High Fleet exile, in which a powerful and charismatic Sangheili officer would be exiled to the far-flung reaches of the empire as a cap on their power and bestowed numerous ceremonial titles and names - but ultimately provided little legacy.
Their armor is silver, similar to that of an Ultra Elite, and covered with the gold Forerunner glyphs of 'sacred mystery', much like the Arbiter's. Such silver-and-gold Elite armor has been mentioned in Ghosts of Onyx and is superior in quality to the gold armor of a Zealot. When Xytan 'Jar Wattinree spoke to his Ship Masters, he did so by way of a massive holographic representation of himself, over 30 feet tall. It is not clear if this was a choice peculiar to Xytan or if all Imperial Admirals have similar holograms.
They resemble Zealots in finer armour, and have large energy swords, very like Zealots.

Imperial Admiral Wattinree was one of the foremost voices of the separatist movement at the start of the Great Schism, and assembled a force of around two hundred ships in orbit of Saepon'kal with the intent of leading a massive counterstrike on the Jiralhanae Alpha Tribes, with the intent of then leading his force to exterminate the outbreak of Flood on Delta Halo before ultimately continuing with the genocide of humanity as per the original vision of the Covenant. Ultimately, this force was stopped by a NOVA bomb planted aboard Xytan's supercarrier Sublime Transcendence.
