Elite Councillors are the highest ranked [[Elites]]. They share power with the Prophet Hierarchs and the Prophet Councillors. They make the political and army decisions of the [[Covenant]]. During the [[Civil War of the Covenant]] they were stripped of their rank (it is unknown if there are now Brute Councillors).
==Appearance==
 
The Councillors wear large, distinct and oddly shaped crowns as ceremonial helmets. These helmets are light blue in colour. For armour they wear white plates like Ultras.
 
These Elites appear only four times in Halo 2.
 
*In the end of the level Gravemind, next to the mausoleam of the Arbiter room, carrying an Energy Sword.
*In High Charity's Step of Silence, while the judgement of the future Arbiter takes place.
*In the Arbiter's battle against Tartarus.
*In The Great Journey when you free 2 of them and 2 Hunters.
